The 'tubes' are dipole antenna, they are stacked vertically and horizontally to produce an intense radio beam that would propogate many thousands of kilometres, it was a pulsed transmission used as an 'over the horizon' radar to detect ICBM launches. Usually radar uses very high frequencies - microwave - which provides very accurate positioning but is limited in range, lowering the frequency to short-wave makes use of the long distance propogation characteristics of those frequencies but requires an antenna considerably larger. I was an active radio amateur when Duga came into service - the signals were very strong here in the UK and could be received many thousands of km away. It was used for several years and known as the Russian Woodpecker because of the noise it made, it did work but advances in satellite technology made it redundant.

The white things are called cage dipoles, the cage design gives greater bandwidth. The horizontal wire screen behind the dipoles was to reflect all of the transmitted energy away from the screen, so the transmitted signal only went in one direction. The vertical wires connected to the end of each cage dipole element is the transmitter feeder/phasing arrangement. The antenna array was driven by a number of transmitters producing a radiated power of around 10MW. Had you climbed it when it was running you would have been fried. It was heard all around Europe on short wave and made a tapping sound... so it was knicknamed 'The Woodpecker'. It was an over the horizon radar system.

I scanned the comment to see if anyone explained Duga and didnt see it. A bit late, but Duga was one of the USSR’s ballistic missile early warning systems. Basically its an array of antennae giving off short wave radio signals that were intended to detect an incoming nuclear missile. There was also one on the eastern side of the continent i believe

The cage things you were in are apparently called a biconical cage dipole. They’re wider band than a normal dipole and therefore able to be used over a wider frequency range. Loads of them phased together should make them more directional. Apparently this thing caused havoc on the ham bands whenever it was used and even though it was super-secret, most hams knew roughly where it was located because they could just point their antennas at the signal. The interference was so widespread that domestic TV’s even had a “woodpecker filter” to counter the effects.
